it is possible designs will not work 100% maybe things would go bad, there will be Mars Biosphere Failure, after so many lives in past Ships and exploration were lost new rules were drawn up requiring that the number of places in lifeboats equal the number of passengers and on the Titanic the Women took Priority, and Children. Thousands of Lives have been lost at the South Pole do we have a general internatioanl agreement as to what if an unforeseen event hits Mars?

In the USA a government can step in with Child protective services (CPS) an agency  responsible for providing child protection, which includes responding to reports of child abuse or neglect.

In the range of the Himalayas the conditions to live are almost impossible, life can be so brutal and harsh even with professional climbers it can become every man for himself. Mount Everest in 1996 eight climbers caught in a blizzard died on Everest while attempting to descend from the summit. 12 people died trying to reach the summit that season on Mount Everest.

Rovers with their own atmosphere could become lifeboats, they could be used to rescue people and move them to another Colony and help to get to a biosphere in a nearby cave or underground.
