NASA mulls early retirement for space shuttle

On condition of anonymity, one current and one former high-level NASA employee, each with direct knowledge of the studies, provided MSNBC with details of the discussions. In addition, two former astronauts and a senior space policy expert, also requesting anonymity, said they had been told of the shuttle discussion by current NASA officials.
What some officials at NASA are studying, sources told MSNBC.com, is whether the current mission manifest could be cut back. The cold calculus of space budgets state that for every four or five shuttle missions eliminated, the shuttle program can be terminated a year earlier. And at current operating costs, that frees up about $5 billion a year for future development.
Even talks of the planetary plan for flight reduction and use of russian rockets where possible.

Kerry said the weapons were not "where they were supposed to be, you were warned to guard them, you didn't guard them. They're not secure, and, guess what, according to George Bush's own words, he shouldn't be our commander in chief and I couldn't agree more."
With Tuesday's election deadlocked, Kerry took aim at the president's perceived strength -- national security -- and hammered him for a fourth consecutive day on the missing explosives.
Bush on Wednesday accused Kerry of opportunism, saying: "A political candidate who jumps to conclusions without knowing the facts is not a person you want as commander in chief ... that is part of a pattern of a candidate who will say anything to get elected."
Kerry threw the words back at the president 24 hours later, announcing he was going "to apply the Bush standard" and declaring: "Mr. President, I agree with you."
"George Bush jumped to conclusions about 9/11 and Saddam Hussein," he said. "George Bush jumped to conclusions about weapons of mass destruction and he rushed to war without a plan for the peace. George Bush jumped to conclusions about how the Iraqi people would receive our troops. He not only jumped to conclusions, he ignored the facts he was given."

I'm really trying hard to avoid this depressing slugfest between diehard Democrats and red-neck Republicans(! ) but then again it's almost over now anyway, so ...
This 350 tonnes of high explosive material was almost certainly there after the Coalition troops arrived, so at least some of the blame for its disappearance must be laid at the doorstep of the military. I believe it's unconscionable that such material could be left unguarded and end up commandeered by the enemy; somebody needs to be censured for that.
But, having said that, I know enough of what went on during WWII to say that this sort of thing does happen in time of war. The most incredible foul-ups have been perpetrated by German, French, Italian and British forces - not just by Americans - and it doesn't just apply to comparative incidentals like ammunition dumps either. Even the main strategic initiatives of whole army groups are prey to the vagaries of fate as battles unfold. In fact, Field Marshal Helmuth Von Moltke, German Chief of Staff 1906-1914, wrote: "No operation plan extends with any certainty beyond the first encounter with the main body of the enemy."
The difference then was that people like CNN and other news agencies weren't trailing around with cameras to anything like the same extent. And undermining the credibility of the command structure with revelations similar to this, while the lives of our troops were still on the line in an ongoing conflict, was regarded as treachery. Plenty of time for recriminations after the job was done.
But things have changed, I guess.However, in addition to the above, I'd like to make the point that Iran and Syria have access to rather more than 350 tonnes of high explosives and have been supplying Islamic murderers with all they need to kill innocent people for many years. While losing that much explosive material was an appalling lapse, it's nothing new in the annals of war, and it's of limited importance in Iraq when you view the big picture. If the terrorists have access to unlimited money, arms, and explosives, 350 tonnes extra isn't going to make two cents worth of difference.
I'm afraid this is just another tawdry example of politicking as the U.S. election approaches. But judging by a similar campaign against John Howard, Australia's incumbent at our election a few weeks ago, the desperation of this line of attack probably bodes well for President Bush. It looks like Kerry and all the anti-Bush contingents worldwide might really be scraping the barrel with this one.

The problem as I see it is that GWB =VERY= greatly underestimated the challenge of securing Iraq after we whacked Saddam. He was guided by the false confidence that it would be "a cakewalk" and that 95% of the Iraqis would actively and vigorously support us.
Thus we went in way too light and made foolish ideologically based decisions about firing millions of soldiers and civil servants.
Bush has shown NO willingness to admit any error and he still seems to believe America holds a royal flush while the rest of the world holds nothing and the only impediment to our triumph is our own will.
I am a rabid chauvanist in FAVOR of the superiority of Western culture and values. However I fear we are far more outnumbered than the Right seems to think and our cards are far weaker than you seem to think. Raising the table in that case is foolish.

I really, really, really don't like the idea of modifying the Shuttle Orbiter at all. That thing is simply so complex that any serious change at all is an invitation to fiscal disaster even if it would work. Better to just build a tug vehicle with storable fuels then to fool with that kind of a project.
No argument on that point from me. The more we spend on orbiter the harder it will be to retire it completely.
Did you ever stay on hold after calling in for tickets or waiting to talk to an account rep? After being on hold for 15 or 20 minutes its hard to hang up the telephone and walk away from sunk costs, even if logic tells you that you should.
That is why I simply do not believe George W. Bush is CREDIBLE with this 2010 orbiter retirement date = IF = we also go ahead and spend hundreds of millions or billions of dollars to keep the thing flying safely. It will be just too easy to find some excuse to keep the orbiter flying a few more years, then a few more after that.

I think if a no-Shuttle option is demanded, that modifying the EELVs and using a built-in tug vehicle is the best bet.
An "off the shelf" Delta IV Large lacks the throw weight to get ISS components and last mile guidance to 51 degrees.
Building a new EELV based HLLV may be a good idea or maybe not however that involves a laundry list of decisions compared with shuttle derived, etc. . .

Seems to me its worth a test flight or two of a 5 segment Thiokol RSRM plus liquid upper (RL-60s or even clusters of RL-10s) because that will require relatively little R&D (compared with a super EELV) and the cost per flight will be below $100M.

Edit: How many segments does Thiokol have laying around already fabricated? Scott Horowitz also says a handful of J-2 engines still exist. Since Thiokol plus J-2 or RL-60 can conceivably loft a space hotel maybe Thiokol will donate 5 segments at a deep discount just to test the idea.
Anything that gets rid of Shuttle earlier can't be a bad thing...
If Boeing went ahead and performed the upgrades to the Delta-IV, or even just strapped some standard GEMs to the HLV stack, the HLV model could likly lift station componets and a tug module for the rendevous maneuver.
With the uprated Delta-IV "EELV+" you could also launch the CEV with no solid rocket motors or send a pretty decent payload to the Moon with only two shots of the "HLV+" model.
Time to beat the drum again for RSRM plus LH2/LOX upper stages. If astronaut Scott Horowitz is correct a Thiokol SRB plus cryogenic upper stage can throw 40K or 50K to LEO.
This has been discussed for CEV but as GCNRevenger pointed out, crew escape would require a nasty high gee escape rocket.
But, isn't that thing big enough to throw an ISS payload to 51 degrees? What kind of launch pad do we need? Assemble the segments on the pad and launch multiple ISS payloads while an orbiter is already up there.
Use the orbiter to install 4 or 5 payloads per flight, fly it 5 more times and install 25 ISS components for a fraction of the cost.

Therefore, if the final result weighs in at more than the 4,200 kg for Falcon V, the hybrid engines can constitute a 3rd stage and getting three people to LEO for $10M to $15M per launch seems within the realm of reason.
