Euthenia would not be located on Mars. Euthenia is designed to be a prototype Martian settlement and it would be located somewhere on Earth. It might be located somewhere in the huge geothermal energy field that covers Nevada and parts of California and Utah.
The people who live in the experimental neighborhoods of Euthenia would be working together to create a sociocultural system that is adapted to Mars. The ?daughter? settlement that those people might build on Mars would probably not have 92 nationally sponsored neighborhoods and eight experimental neighborhoods. The culture of the daughter settlement would probably be homogeneous rather than having the extreme diversity of Euthenia. So relax; the daughter settlement on Mars would contain only one alien culture for you to deal with, not dozens and dozens.

I tweaked my version of your flag design a little. I toned down the red and green, made the border a little more golden in color, and added a small gold dot that represents the City of Euthenia. The flag has the proportions of a Golden Rectangle and the gold dot is located at a point in the rectangle referred to as ?the Eye of God? (see The Golden Ratio, by Mario Livio, page 85). On those really scary nights, when there are monsters hiding under every bed, mothers in Euthenia could tell their children that ?God watches over the City of Euthenia.? But don?t tell A.J. about this or he might start hyperventilating.
How about a dark blue field, with an eight point gold-yellow star located in the upper left corner of the flag (nearest the flag pole), and centered within the flag are two rings joined (think olympic rings), one ring is burgandy-red (on the right side of union), the other is a dark forest green ring (on the left side of union).

I structured the settlement in this way because, with people from dozens of different nations, they might not all be able to speak a common language. I did not want to propose that people must be able to speak a particular language (e.g., English) as a condition of living in Euthenia. The people in the experimental neighborhoods might get together with some professional linguists and create a new, uniquely Martian language. That could be fun! They might call it Marsperanto.

Those governmental bodies enact laws that encourage some behaviors and that discourage other behaviors. Those governmental bodies adopt ?Education Code? provisions that control what shall and shall not be taught in public schools and private schools.
The U.S. Congress put the words ?under God? into the pledge of allegiance. By law, students in public schools recite that pledge in synchrony and in a ritualized manner. That is societal engineering. The U.S. Congress has ordered the minting of coins that bear the words ?In God We Trust.? That is societal engineering. State societies engage in this sort of societal engineering for a very good reason; because civil wars are very expensive and very bloody.
Please open your eyes to the societal engineering that YOU are a product of. Please go to a community college and enroll in a cultural anthropology class. You will learn to see your own world view and that will empower you to take control of your world view and to rewrite it in ways that further empower you.

Turkey is a member of the North Atlantic Treaty Organization (NATO) and it is generally regarded as a ?Western country.? Within the last couple of weeks, bombs were detonated in Turkey by Islamic terrorists. Those bombs were detonated outside of Jewish synagogues. The Jews who were praying in those synagogues were not involved in the battles between Israelis and Palestinians, but they were targeted for death nevertheless. The bombers did succeed in killing and wounding many Moslems who just happened to be passing by the synagogues when the bombs detonated.
Unfortunately, this kind of inter-religious violence is common in the world today. Since I have proposed an international effort to design and build a prototype Martian settlement, I have given some thought to the need to minimize the possibility of inter-religious violence in a settlement that would include people from many religious traditions.
You can disagree with what I have proposed but you should try to do so in a respectful manner. When you make derisive attacks on me you only succeed in demonstrating your lack of maturity.

He wanted to be in a position to flood the financial system with liquidity in order to prevent monetary deflation and economic contraction.
The man who said that is now the Chairman of the Federal Reserve Board. And in the last fiscal year he printed and pumped almost 1,000,000,000,000 additional dollars into the U.S. economy.
The Bank of Japan prints trillions of additional Yen and openly uses those Yen to prop up the Japanese stock markets. The Japanese accept that sort of government intervention. In contrast, Americans generally disapprove of such government manipulation of the stock markets. So the Fed manipulates the markets by proxy. On a daily basis, the Fed loans billions and sometimes tens of billions of dollars to the ?primary dealers? and the primary dealers then use that money in the futures pits to manipulate the markets. And, to make a long story short, that is why the laws of economics seem so mushy and downright useless nowadays.
The U.S. dollar is being debased big-time and the financial markets are being manipulated by proxy. You can protect yourself from that debasement and manipulation by putting your savings into the stocks of Canadian companies that produce gold and silver. As the U.S. dollar continues to drop against the Canadian Dollar, Canadian gold and silver stocks will appreciate. Furthermore, because central banks around the world are busily debasing their own token money in order to keep their exports competitive in U.S. markets, gold and silver will be appreciating at an accelerating rate against all of those other currencies. At this point in the Kondratieff Credit Cycle, buying gold and silver is a no-brainer.

After many generations passed, the people learned to make glass shapes that could be combined to give them a better view of the most special star. They looked through their spyglasses and they saw that the special star was a place that they might be able to visit, and then they resolved to try.
The people, whose searching had taken them to all parts of the world, decided to join together to build a new city. In their new city, they would prepare themselves to travel tens of millions of miles ? the longest journey that they had ever undertaken. They built their new city and they named it Euthenia.
The people of Euthenia work every day to prepare themselves and their children for the longest journey. They have resolved that they will not rest until they have climbed the tallest mountain on the most special star and looked up, once again, as their ancestors had done so long ago.

The agreement about what children should be taught is an extremely important matter. A society that cannot maintain a consensus about what children should be taught is a society that is destined to dissolve one way or another; e.g., by anarchy or civil war.
The Philadelphia Riots of 1844 are a stark reminder of what happens when adults cannot agree about the religious content of textbooks that are used in public schools. During those riots, dozens of people were beaten to death in the streets of ?The City of Brotherly Love.? That unfortunate bit of history is why I have focused on the issue of what children should be taught. Whether on Earth or on Mars, consensus on this issue must be achieved and maintained.

They used this religious terminology because they saw manifestations of Phi in the natural world and they believed that god had used Phi in the design and creation of the universe.
The children of Euthenia could be taught about the history of Phi. They could be taught how to use a drafting compass to construct figures that contain Phi-length line segments. They could be shown pineapples, pine cones, sunflowers, and photographs of spiral galaxies and other natural wonders that, in a magic and awe inspiring way, seem to have Phi written into their being. Children could, if it suited them, incorporate Phi into their own religious beliefs. They could refer to Phi as the Divine Proportion or just use the secular term Golden Ratio.
I believe that these teachings are compatible with existing religions. I also believe that these teachings could be regarded as a supplementary religion and could function as a bridge between different religions. Finally, I believe that these teachings could provide the people of Euthenia with a foundation for consensus and cooperation and, therefore, the power to achieve their ultimate goal.
Section 10 of the Draft Constitution of the Provisional Government of Mars established the proportions of the flag of that government. The height of the flag was to be two-thirds of the flag?s length. This is a ratio of 2 to 3 or, alternatively,1 to 1.5.
Section 10 has been revised to read as follows, ?The flag of this Government shall consist of three vertical stripes. The stripe at the hoist end of the flag shall be red, the central stripe shall be green, and the final stripe shall be blue. The width of each stripe shall be one-third of the flag length. This is the only irrational number for which this is true. This fact has inspired Mario Livio the write that Phi is the most irrational of all the irrational numbers. The red, green and blue color scheme of the Martian flag, as promoted by the Mars Society, is based on Kim Stanley Robinson?s trilogy Red Mars, Green Mars, and Blue Mars. I believe that it would be better to explain that the flag?s red, green and blue color scheme is based on the fact that human color vision depends on three types of color receptors. One type of color receptor is sensitive to red light, another type is sensitive to green light, and a third type is sensitive to blue light. This explanation supports the idea that people all over this world can join together under the Martian flag in order to pursue the objective of transforming Mars into a bountiful and beautiful New Earth.

That prototype settlement, named The City of Euthenia, is composed of 100 underground neighborhood domes, five municipal domes, and a grid of underground streets. The city is designed to contain a population of about 10,000 people. What kind of government might that city have?
The City of Euthenia might have a City Council composed of one Representative from each of the 100 neighborhoods. The Council might meet four times each year and annually elect a Mayor, Secretary, Treasurer, Auditor, Fire Chief, Police Chief, and other officers.
The City Council might also elect ten Supervisors. The Board of Supervisors might meet 24 times each year and monitor how the Mayor and other city officers are performing their duties. The Board might be empowered, by a majority vote, to suspend any officer for any reason. The Board might also be empowered, by a two-thirds vote, to remove any officer for dereliction of duty. After a suspension or removal, the Board might appoint a temporary successor, who would serve until the next meeting of the City Council. The Council could then review and either ratify or reverse the decision to suspend or remove the officer. Or the Council might not review the matter, thereby allowing the temporary successor to remain in office and allowing the whole ?unpleasant? matter to just fade away quietly.
Would this governance structure provide a system of checks and balances that promotes good government?

In the Meta New Mars section of this Forum I posted draft Articles of Association for an organization that would undertake to build a prototype martian settlement. That settlement would start out as a neighborhood of 100 people and eventually grow into a city of 10,000 people. I have drawn a simple site plan for the city. Next, I am going to work on a set of draft ordinances for the city. In the course of drafting those ordinances, I will figure out a way to incorporate ISO quality management systems into the city?s educational and governance systems. To some extent, I am going to use NASA?s ISO systems as a model for the ordinances of the City of Euthenia. I plan to post preliminary drafts here for you and others to review and comment on.

Conducting an ISO audit is not something that the average voter can do.
I have worked as the Document Administrator at a chemical manufacturing plant. In that capacity, I maintained the plant?s ISO documentation. Those documents were crucial to the operation of the plant. A small error in one of the documents could result in a valve being opened at the wrong time. This error could cause the explosion of equipment worth several millions of dollars. Furthermore, the explosion could kill a dozen or more people.
A number of NASA astronauts have been killed during ground operations. Working around rockets is a dangerous business and Martians will have to be even more careful than their terrestrial cousins. On Earth, people can run out of a burning building to escape a fire. In contrast, Martians will not be able to just run outside to escape a fire. They will either fight and defeat the fire or they will all die. I therefore believe that Martian settlements should have very high-quality governance systems that are ISO certified. I also believe that the curriculum of a settlement?s educational system should include required courses about quality management.
On Earth we say that ?An ounce of prevention is worth a pound of cure.? Martians will probably tell their children that ?An ounce of prevention is worth a ton of cure.? The unforgiving environment of Mars will make Martians very safety-conscious and very careful. For example, before they leave their workshops for the day, Martians will make double-sure that all oily rags have been placed into steel containers that have tight-fitting lids.
?On September 17, 1999, all of NASA Centers, NASA Headquarters, the Jet Propulsion Laboratory and all of NASA?s Government Operated Facilities achieved ISO 9001 registration. With this achievement, NASA became the first Government Agency in the World (Federal or State) to have multiple sites under an ISO 9001 registration? (www.hq.nasa.gov/iso).
NASA is setting an example that Martians should follow. Martian settlements should have governance systems that are certified by the International Organization for Standardization (www.iso.org). To achieve this, the people of a martian settlement could establish a governance system which has four branches; legislative, executive, judicial, and audits.
An essential component of maintaining ISO certification is the performance of periodic audits. Auditors review an organization?s written policies and procedures to determine whether such documents are being maintained in accordance with the organization?s standards for maintaining those documents. Auditors also observe what the members of the organization are actually doing. For example, an Auditor might take a ?Work Instruction? to a workshop and, while observing work being performed, determine whether the worker is performing his duties in accordance with the Work Instruction. If there is a discrepancy between the procedures specified in the Work Instruction and what the worker is doing then the Auditor would note that discrepancy and recommend that either the Work Instruction be revised or the worker be retrained. This kind of auditing can prevent small mistakes from building up to the point that they trigger catastrophes.
In an unforgiving environment like Mars, it is very important to prevent small problems from growing into major incidents. An ISO certified governance system could be an important component of preventing major incidents.

Since the construction of a prototype martian settlement appears to be beyond the scope of the Mars Society, I have drafted a set of Articles of Association that would support the construction of a prototype martian settlement.

Mars probably does not have any underground oil or gas deposits. However, the extinct volcanoes on Mars indicate that in the past the interior of Mars was very hot. If the interior of Mars is still hot, martian settlers could use that heat to boil water, to generate steam, to spin turbines, and to generate electricity.
If martian settlements are going to be powered by underground thermal energy then it would be appropriate to build prototype martian settlements on Earth that are powered by underground thermal energy. Those prototype settlements would give people the opportunity to learn how to operate and maintain such power systems before they emigrate to Mars.
The United States Department of Energy has estimated that ?the thermal energy in the uppermost six miles of the Earth?s crust amounts to 50,000 times the energy of all oil and gas resources in the world!? A D.O.E. map of those geothermal (earth heat) resources shows that geothermal energy is widely available in the State of Nevada. Since Nevada has lots of inexpensive, Mars-like land, Nevada would be a good place to build a prototype martian settlement.
Euthenia - A Good Place that Becomes Better Every Day.
In Greek mythology, Euthenia was the goddess of prosperity and plenty. Her image appears on the coins of several early Mediterranean civilizations. I believe that Euthenia is an excellent name for a martian settlement.
The word euthenics is derived from the Greek word euthenein, which means ?to flourish.? Euthenics is defined by Webster?s dictionary as ?a science that deals with development of human well-being by improvement of living conditions.?
People who live in Euthenia could be referred to as Euthenians. And if they applied the science of euthenics to their efforts to improve their living conditions then they could be referred to as euthenists. If they made it their policy to try to continuously improve their well-being and living conditions then their settlement?s motto might be ?Euthenia - a good place that becomes better every day.?
If the Euthenians were euthenists then their society could be referred to as a sociocracy. Webster?s dictionary defines sociocracy as ?the application of scientifically determined principles promoting the interests o
