Yes, im my opinion its more likely for the ESA to land on mars than the russians, unless a deal between a company or organisation and hires the current russian infrastructure to send some craft into orbit for that purpose.

Seems most likley Space-X or China will land on Mars before Russia or the ESA. Sanctions after the Russian invasion of Ukraine has shut off their access to money.
