We should also consider the costs of delays and inflation, yesterday's and yester-years mission is expensive when compared in today's money, the inflation adjusted to today’s dollars and not to tomorrows dollars. Did you need to do ISS scinece before going to Mars, that's a maybe its an ongoing debate, adding ISS costs end up with 100 billion over a decade plus, ESA, Japan, Canada and NASA will probably do a joint mission soon.
