That is interesting.  I might suggest silo's that the ships could land in to reduce radiation exposure.  Perhaps with lids that can open and close.  Also, if there are stable areas, perhaps volumes of water could be imported to make lake enclosures.

Pretty farfetched of course, but I am guessing that IO will be a temptation to utilize for various things, including nuclear fuels, but also perhaps geothermal.

There have been some notions to reduce the radiation of Jupiter's magnetic fields, by somehow ejecting much of the particles, but there again that is Clark Tech, I think.
