My top five guesses are:
1) Antigravity craft coming in for a landing at the local airport just over the horizon.
2) Weather ballons sent up by the Martians or by personel at our secret Mars Base.
3) Electrical discharge balls caused by colliding dirt devils.
4) Foo Fighters that lost their way home during WW2
5) Ball mirages caused by atmospheric conditions.
I think swamp gas can be ruled out.

I don't think it is dust blowing across the lens. If you notice in close ups these are orbs that are shaded in the way one would expect if they were being hit with sunlight from above. I don't think specks of dust would show this type of shading.
