You're being short sighted. Why stop at Mars?

Don't you think every planet in the entire universe should follow your rules?

Of course they should, that is the only rational way to proceed.

Wow! It would be awful if somebody went to a whole "new" planet and didn't do better than "than we Earthlings, have done on our Planet."

You better change the name from International Space Agency  to Whole Universe Space Agency before somebody gets the wrong idea.
